UPDATED (2:57 p.m.)—Gov. Martin O'Malley Friday announced he will call the General Assembly back to Annapolis for a special session on the issues of gambling and the creation of a sixth casino. "This is an issue about jobs," O'Malley said. "This is an issue about maximizing revenues from gaming." A bill was not available at the time of the morning news conference. O'Malley said it needed tweaking and would likely be made public shortly before the beginning of the special session. O'Malley, House Speaker Michael Busch and Senate President Thomas V. UPDATED (4:16 p.m.)—A U.S. District Court judge has lifted a stay on a federal court ruling that declared Maryland's permitting process to wear and carry a gun unconstitutional. The order, issued by Judge Benson Everett Legg, lifts a stay sought by the state as it appeals the decision made last year. Legg's ruling, which goes into effect in 14 days, lifts the stay sought by the state after a federal court ruled that the law requiring those seeking a permit to carry a gun must have "a good or substantial reason to wear, carry, or transport a handgun, such as a finding that the permit is necessary as a reasonable precaution against apprehended danger." UPDATED 3:50 p.m. Tuesday: Maryland officials reported a fourth heat-related death and the death of contractor who was removing tree limbs, bringing Maryland’s total to eight deaths due to Friday’s storm, Secretary of the Maryland Department of Health and Mental Hygiene Joshua Sharfstein reported. The contractor died Monday in Garrett County while taking down limbs from a storm-damaged tree near Oakland, according to Ed McDonough, spokesman for the Maryland Emegency Management Agency (MEMA). The state’s death count has risen to six as more than 400,000 Marylanders are still without power.
Six Marylanders have died as a result of Friday night’s storm, Gov. Martin O’Malley said during a news conference Monday. More than 400,000 Marylanders were still without power as of 3:30 p.m. Monday as the state approached approximately 60 percent restoration, O’Malley said. Three of the six deaths from the storm were heat-related, and two of those three were senior citizens. Those deaths were in Baltimore City, Wicomico and Montgomery counties, according to Fran Phillips, deputy secretary of public health service for the Maryland Department of Health and Mental Hygiene.
