How Civic Associations Can Get Problems Solved

Synopsis:  This is a follow-up to My Take #2.  It seems worthwhile to post this follow-up so soon after the previous posting because the small citizens association mentioned in My Take #2 has had some remarkable success (or at least made progress) by using a "technique" that may prove effective for many other citizens' associations.  In essence, they have made progress by direct and very frank discussion with a mid-level manager and by involving various "higher-ups" in the Email exchange.  Here Webmaster analyses how the success of this citizens association might serve as a template for how other civic activists might achieve important "gains" in dealing with such governmental entities as the State Highway Administration.  The method is direct, honest, and extremely powerful.  In the appropriate circumstances it can lead to causing government and other powerful entities to do the "right thing" even if upper level management does not understand the right thing - nor the fact that they work for citizens!
